The National Identification and Registration Authority (NIRA) has taken a significant step toward enhancing Uganda’s national identification system. On Saturday, the agency received its first shipment of 1,000 kits designed for the mass registration and renewal of national identification cards.
The much-anticipated consignment was delivered to Entebbe International Airport in Wakiso District, where it was officially received by Maj. Gen. Apollo Kasiita-Gowa, a NIRA board member. Acting on behalf of the Ministry of Internal Affairs permanent secretary, Maj. Gen. Kasiita-Gowa expressed optimism about the progress of the initiative.
A total of 5,665 kits are expected, with the remaining equipment scheduled to arrive in January 2025. However, delays attributed to supply chain bottlenecks during the festive season affected the delivery timeline.
NIRA officials have chosen not to disclose specific details regarding the procurement process, including the source of the kits and the costs involved.
The arrival of these kits aligns with the recently signed contract for the National Security Information System (NSIS), which includes upgrades to data center equipment, registration kits, and supporting software. The contract was finalized on July 8, marking a critical milestone in improving Uganda’s identification infrastructure.
NIRA’s executive director, Rosemary Kisembo, highlighted the importance of the development:
“Despite the challenges, the arrival of the equipment is a great milestone towards the mass enrollment and renewal, which is expected to kick off within less than a month,” Kisembo stated.
Uganda’s current national IDs, issued between 2014 and 2015, are nearing the end of their 10-year validity period. The new identification cards will include advanced security features designed to prevent forgery and ensure greater reliability in identity verification.
NIRA has confirmed that the process of renewing or enrolling for a national ID will remain free of charge. However, fees will apply for specific services, such as changing personal details on an ID card or replacing a lost card.
The mass enrollment and renewal campaign underscores NIRA’s commitment to enhancing identity management and national security. The updated system aims to address challenges posed by outdated identification cards while supporting the government’s broader initiatives in digital transformation and public service delivery.
