Former IGP Kayihura Survives Assassination – 4 People Sentenced To Prison – Narrate How They Had Planned To Shoot Kayihura To Death

The International Crimes Division in Kampala has sentenced four people to serve eight years in jail for plotting to kill former Inspector General of Police Edward Kale Kayihura and Namayingo District Police Commander Major Francis Okumu.

They are  Okuku Sadam Umalu, Osinya Colline, Joseph Ojambo, and Lwanga Abudala. They were sentenced on Friday by Justice Dr. Andrew Bashaija after finding them guilty of theft and two counts of conspiracy to murder.

The group was convicted and sentenced following a plea bargain agreement between the accused persons and Chief State Attorney Joseph Kyomuhendo.The Court heard that, between May and June 2016, two AK-47 rifles with 60 rounds of live ammunition were stolen by the accused from Nakudi Police Post in Namayingo District.

A gunshot was heard at a resident’s home in Sirowa Village in Namayingo, and the police conducted an operation that led to the arrest of Okuku and his accomplices.The court further heard that, upon interrogation, they confessed to stealing the guns to rob people and to kill those who were disturbing the Muslims of the Tabliq sect or frustrating their mission, including the then IGP Kale Kayihura, Captain Okumu DPC Namayingo, and the RDC.

They also confessed to stealing a gun from a policeman in 2015 and using it in several failed and successful robberies.A gunshot was heard at a resident’s home in Sirowa Village in Namayingo, and the police conducted an operation that led to the arrest of Okuku and his accomplices.

“Upon interrogation, they confessed to stealing the guns to rob people and to kill those who were disturbing the Muslims of the Tabliq sect or frustrating their mission, including the then IGP Kale Kayihura, Captain Okumu DPC Namayingo, and the RDC,” said the ODPP.

At the time, Kayihura had intensified security operations aimed at apprehending suspected Allied Democratic Forces (ADF) terrorists operating in the country following the assassination of prosecutor Joan Kagezi on March 30, 2015.

John Kibuuka, John Masajjage, Dan Kisekka and Nasur Abdullah who had been on the run and in hiding since March 30, 2015 when Kagezi was gunned down in Kiwatule, Kampala as she stepped out of her car buy fruits from a roadside stall, were last year arrested and remanded to Luzira Prison on charges of murder.

Gen Kayihura was later removed from the position of IGP before being charged with abetting illegal repatriation of Rwanda refugees. The charges were recently dropped by the court martial.

The Judge endorsed their agreement and sentenced the accused persons to eight years on each count to run concurrently.
